<p>The Schley County Tax Assessor’s Office has mailed the Notices of Assessment (NOAs) for tax year 2023. This gives notice of the fair market value of your property for 2023 as determined by the Tax Assessor’s Office according to market value and regulations set by the Georgia Department of Revenue.</p>
<p> </p>
<p>The Tax Assessor’s office is also required to <strong><em>“ESTIMATE”</em></strong> the amount of taxes due with this fair market value on the previous NOA. They are required by law to use the <strong><em>PREVIOUS</em></strong> year’s millage rate – as the current year’s millage rate has not yet been established.</p>

<p>If you have any questions regarding this Notice of Assessment you will need to contact the Schley County Tax Assessor’s Office either in person at the address listed on the NOA or by telephone at 229-937-9169. <strong><em>THE DEADLINE FOR FILING AN APPEAL IS AUGUST 28, 2023.</em></strong></p>

<p>Please remember the TAX COMMISSIONER’S OFFICE will be unable to assist you with these Notices of Assessment as our office is only responsible for the billing, collection, and disbursement of property taxes once the official tax bill has been mailed.</p>

<p><strong><em>IF YOU HAVE A PENDING APPEAL FROM 2022 PLEASE READ BELOW:</em></strong></p>
<p>Once your appeal from 2022 has been completed the changes will apply to your 2023 value, so you do not have to or need to file an appeal for 2023. If you desire to file an appeal for 2023, you may do so, but it is not necessary. The 2023 appeal would negate the application of the three-year freeze in accordance with 48-5-299(c).</p>

The Schley County Board of Commissioners has tentatively adopted a 2025 millage rate which will require an increase in property tax of 32.88 percent.</p>
<p>All concerned citizens are invited to the public hearing on the tax increase to be held at the Schley County Courtroom at 47 N. Pecan Street, Ellaville, GA 31806, on October 9, 2025, at 8:00 a.m. and 6:00 p.m.</p>
<p>Times and places of additional public hearings on this tax increase are at the Schley County Courtroom at 47 N. Pecan Street, Ellaville, GA 31806, on October 16, 2025, at 9:00 a.m.</p>
<p>This tentative increase will result in a millage rate of 13.094 mills, an increase of 3.240 mills.  Without this tentative increase, the millage rate will be no more than 9.854 mills.  The proposed tax increase for a home with a fair market value of $175,000 is approximately $226.80 and the proposed tax increase for non-homestead property with a fair market value of $125,000 is approximately $162.00.</p>]]></content:encoded>

The original Plan has been updated to comply with a federal requirement that communities implement a locally developed pre-disaster mitigation plan in order to receive federal assistance to mitigate the adverse effects of potential disasters and/or for recovery in the event the community is included in a presidential disaster declaration.             <content:encoded><![CDATA[<p>PRESS RELEASE ANNOUNCING A PROPOSED PROPERTY TAX INCREASE</p>
<p>The Schley County Board of Commissioners today announces its intentions to increase the 2025 property taxes it will levy this year by 32.88 percent over the rollback millage rate.</p>
<p>Each year, the board of tax assessors is required to review the assessed value for
property tax purposes of taxable property in the county. When the trend of prices
on properties that have recently sold in the county indicate there has been an
increase in the fair market value of any specific property, the board of tax assessors
is required by law to re-determine the value of such property and adjust the
assessment.  This is called a reassessment.</p>
<p>When the total digest of taxable property is prepared, Georgia law requires a rollback millage rate be computed that will produce the same total revenue on the current year’s digest that last year’s millage rate would have produced had no reassessment occurred.</p>
<p>The budget tentatively adopted by the Schley County Board of Commissioners requires a millage rate higher than the rollback millage rate; therefore, before the Schley County Board of Commissioners may finalize the tentative budget and set a final millage rate, Georgia law requires three public hearings to be held to allow the public an opportunity to express their opinions on the increase.</p>

            <content:encoded><![CDATA[<p>Schley County Explores Opting Out of HB 581
As required by law, the Schley County Board of Commissioners (BoC) will hold three public hearings as part of its process to determine if it will opt out of House Bill 581. The first hearing will be held on January 30 at 6 p.m. The second will be held February 6 at 6:00. A third public hearing will take place on February 13 at 6:30. All of the public hearings are scheduled to take place in the Schley County Courtroom located at 47 North Pecan Street, Ellaville, GA.
Georgia House Bill 581 (HB-581) took effect January 1, 2025, and introduces a statewide homestead exemption that caps the annual increase in property values for tax purposes. This exemption impacts property taxes for cities, counties, and school districts. HB 581 does allow cities, counties, and school districts a one-time opt-out of the property tax cap.  Regardless of financial circumstances, the homestead exemption is permanent if a jurisdiction does not opt out.
While designed to provide property tax relief, the legislation could result in significant impacts to Schley County revenue. The Schley County BoC is exploring options to determine whether opting out or staying in HB 581 is more beneficial to the County.
Citizens may address the Schley County Board of Commissioners at any of the three public hearings. A sign-up sheet will be available at the hearings for those wishing to speak. There is no need to sign up in advance of the meeting date.</p>]]></content:encoded>

The bids should be for the following roads:
Road centerline lengths:</p>
<ul><li>US Highway 19 - 14.63 miles (4-Lane)</li>
<li>All state roads – 38.12 miles</li>
<li>County paved roads – 90.6</li>
<li>All state and county roads - 143.35</li></ul>
<p>The bids should cover three cycles of mowing of all roads, litter pick-up and weed eating/trimming of US-19 and the state roads. The mowing boundaries are between right-of-way markers or tree line (whichever is closest to the road). Road litter may be dumped in county dumpsters.
Insurance requirements: Workers’ compensation, liability, vehicle/equipment.
$1,000,000 per event/$2,000,000 Aggregate
Schley County must be listed as “additional insured”
Season starts around mid-May and runs through November. Exact dates will be worked out with the Schley County Road Department Director.
State roads require three tractors, two bat-wing mowers, one 6’ to 8’ mower, shadow/buffer vehicle. County roads can be mowed with your choice of tractors and mowers
Signage, flags, lights per GA DoT standards.
Contractors may use their proposal forms for bids.
Pricing should be for a three-year period for annual renewal contingent on GADOT approval for Schley County to continue mowing state rights-of-way.
Bids must be received in the clerk’s office by noon on February 26, 2026.
Bid opening will be at 1:00 PM, February 26, in the conference room located at 14 South Broad Street, Ellaville, GA.</p>]]></content:encoded>

            <content:encoded><![CDATA[<p>The Schley County Board of Commissioners (BoC) entered a contract with Amerigreen Environmental Recycling (AGER) to provide waste services for Schley County. AGER provided cans to residents in June 2023.</p>
<p>In accordance with Schley County Ordinance Number 11101998, all residents of Schley County are required to use and pay for the waste pickup. Currently, the fee is $18.50 per month.</p>
<p>Numerous accounts have not paid for three (3) months’ service. If overdo accounts are not paid by October 15 the BoC will seek to recover the funds through Schley County Magistrate Court. If your account is turned over to the Court, you will be required to pay the court fees on top of the account fees.</p>
<p>Going forward, all accounts three months late will be turned over to the Magistrate Court.</p>

ANNOUNCES WATER RATE INCREASE</p>
<p>Schley County water rates will increase with the June 2025 billing cycle. The rate increase is due to increased operating and maintenance costs. The water system has been operating in a deficit for many years with the general fund helping to cover costs.</p>
<p>Georgia Rural Water recommended rates for the Utility Authority based on a rate study they completed earlier this year. The new rates, along with the use of the Insurance Premium Tax rebate, should allow the water system to operate with minimal general fund assistance.</p>
<p>The current rate includes 2000 gallons in the base rate. The new rate will not include the 2000 gallons. The Sumter County base is higher since they do not contribute to the Schley County general fund. Schley County base rate will be $35 and all out of county base rates will be $45. Gallons per thousand will be $4.50. </p>
<p>If payment is not received by 5:00 PM on the 15th of each month a 10% late fee will be applied to the bill. If the payment is not received by the 25th an additional $75 fee will be applied and water disconnected on the 26th.</p>
<p>You can prevent delays in receiving your bill by electing to receive the notice by email. You can also pay online. Please contact the Utility Office for more information about email billing and online payments.</p>
